I think this would be a great solution for the whole country if the congress would pass a National Catastrophic Insurance plan to cover flood, wind damage, fires and earthquakes. This way the whole country can participate in the plan with the hopes of lowering the ridiculus insurance rates.

Cities and counties across Florida are tightening their belts as they face a state-ordered cut in property-tax collections ranging as high as 9 percent this year. But local governments are finding other ways to tap into residents' wallets.Scores are slapping higher fees on everything from water, sewer and fire protection to burial plots, overdue library books, admission to parks and pools and garbage pickup.
I just read this article in the Sun-Sentinel
Florida Insurance Commissioner Kevin McCarty put the state's homeowner insurance companies on notice Tuesday they had better comply with new insurance laws or face state action.
Florida adopted two insurance laws, one in January and the other in June, that required property insurers to offer policies without windstorm or property contents coverage starting July 1.
The big issue appears to be that the forms have not been approved for the insurance companies and the Insurance companies are begrudgingly complying. Some agencies are approved, some seem like they are not ready for change.
It sounds like this is going to be a mess for a while.
